(7-WD) Rocket Missile / Guided Missile: Gain Splash Damage I and II

Proposal: Give the splash damage I and splash damage II (aka 10 splash damage total) to the rocket missile and the guided missile.

Rationale: though we have made strides to make these units useful, they are still highly underutilized especially by the humans. Its just so hard to consider using disposal units in civ 5!

By adding splash damage, we give them another unique ability for air units that gives them one more advantage over aircraft.
 
Need to test IF it works, and HOW it works.

Remember splash damage only hits units within range, ignores damage reduction, and doesn't affect units in cities and fortifications.
 
Can you give missiles an HP pool and a 50hp cost to attack? Then instead of expending they have a recharge instead. If they get intercepted they might still be lost, and you can over-use them in a pinch.

You might even do something like increase their HP with tech, giving multiple "uses" before needing to spend time recharging.
