[Complex] (7-NS) New Tenets for Public Works and new projects

Haven't seen any mechanics that interact with Public Works (PW), so I'm going to proposing some to try out in-game. These will be flavored around policies about placating the populace.
All Civilopedia flavor text can be placeholders from Wikipedia for now.

(EDIT) Progressivism:
Freedom T1 Tenet
Unlocks a new per-city repeatable project called Progressive Reform:
Costs 300 :c5production: base Production
+100 :c5production: cost per Era
(Same as Public Works without completion scaling)
Increases city :c5gold: Gold, :c5science: Science and :c5culture: Culture by 5% on completion
(EDIT 2) Maximum 8 completions per city

Icon is Orange color with the Freedom Ideology icon's torch

Reasoning: This tenet will provide an alternate project as a way to "invest" in cities with any surplus production before transitioning to spamming Processes for even more yields. It will be interesting to try finding the right moment to switch from this to processes. Thematically I had a hard time finding something related to liberalism that also fits with the bonuses, here is what Wikipedia describes this as:

Order T1 Tenet
Instantly complete 1 Public Works project in all non-puppet cities. Completing Public Works projects provide additional +1 :c5happy: Happiness in the City.

Reasoning: This tenet continues the theme of instant free stuff for Order and acts as an instant happiness boost for wide players, which is always a concern for this playstyle. Thematically this is from a party slogan in Communist China, which fits in Order's theme.

(EDIT) Populism:
Autocracy T1 Tenet
All units gain +5% :c5strength: CS at 60% Empire Happiness or above, +15% :c5strength: CS instead at 80% Empire Happiness or above.
+50% :c5production: Production towards Public Works projects, bonus is doubled in Cities with a Courthouse.

Reasoning: The warmongering Autocracy encourages can rack up a lot of unhappiness from resistance and having too many cities. This tenet helps to quickly bring down unhappiness in conquered cities, and fill the gap of infrastructure catch-up from Imperialism that leaves out PW. It also provides a unique way of boosting your military through maintaining a decent level of happiness. Thematically this represents right-wing populism that is associated with countries that fit with Autocracy’s theme.

All tenets are T1 as T2 is too crowded for choices right now.

I think this is close enough to fit with the game's themes for Freedom.

The public work was conceived as a “relief valve” for the player. It’s not supposed to be something that people “want” to build, but something they do when unhappiness has gotten too great.

I don’t want to mess with that paradigm personally
 
Given this went through, and I can see why maybe its not conceptually something people want to mess with, I think the power level is perhaps slightly off.
  • Freedom one is probably ok, maybe a bit strong with the culture on there?
  • Order is a bit naff compared to People's Army (2 happiness, and the culture, free academies, etc.), Peace Land Bread (-2 poverty, 20% growth, -20% maintenance), and so on. I think it would need to hit puppets and/or give an extra bonus. Maybe some kind of instant yield boost (tourism?). Order has Resettlement and Great Leap Forward in this vein of click button->receive big steroid.
  • Autocracy is extremely weak to my way of thinking. The only saving grace is T1 authority only really has New World Order to directly bring down unhappiness (Military Industrial Complex can also if Illiteracy is bad) and so in an absolute emergency one might be tempted. It needs something else. Maybe consider a food bonus -- Authority doesn't really have any iirc.
 
Might be better to treat these as unique projects that get unlocked instead of upgrading regular public works.

I think you underestimate how powerful public works are. I think this would be one of the single great happiness policies in the entire game, that's how strong I see it
 
How many public works are you building at the moment? It sounds like a lot.
Personally I can spam a few in each city during my warmongering runs, but I like to keep happiness close to max so a better player may be building less.
 
Based on the feedback I might do these changes:

Freedom
Make this a seperate project from PW with different flavor

Order
Make it just 5 cities like the other tenets, or remove flat happiness.In my experience the % empire needs reduction does most of the work in term of happiness, so flat happiness is not very impactful

Autocracy
I agree this one looks way too weak, maybe add some global CS increase based on your empire happiness to synergise with PW spam

Yeah one of the things I was asking back in the workshop thread was if this was technically feasible. Does anyone know?

Just follow the Corporation tenets. Those are newly added to VP.

There doesn't seem to be any point building anything else once you unlock Progressivism, until you start working processes.

There are a lot of important things it does not cover, like:
GP
Tourism
Units
Diplomats
Wonder Production

I think that is unnecessary complication, PW are fine, they give happyness and spy resistance. Also progressivism is very powerful, very overpowered. Build 10+ PW in capital (it's very easy) and you get boost for science and culture like 10-15% on empire, and what about 15-20 PW in capital - it's not difficult.
