Thank you for bringing this up, I found and fixed the problem for v8.4. 
So, might have gotten missed with some of the deep philosophical modding conversations going on, but...
What happened to the Victory Progress screen? To be honest, I don't know if this is a Vanilla item, a TBC item or what, but it's not there anymore and it's quite useful... Nothing like having no clue you're about to lose a cultural victory when you're almost done with the spaceship...

I ran into this same problem today with TBC v8.2, so was having trouble keeping tabs on the other players.
Ended up with the Arabs finishing their Utopia Project 8 turns before I could finish mine (as the Chinese). Oh, well - better luck next time.
So, yes - definitely fix this for version TBC version 8.4.

The F7 or F8 key also accesses that window... I don't remember which, just a reflex.
