This project... the production cost seems like you work it in one City.
It would be cool if you could work it in multiple cities like the congress ones. Is this possible @azum4roll ?
(this would further differentiate it from a building)
 
No, that's completely new. Will need to be a process that somehow can only be completed by yourself.

A project already differentiates enough by not being attached to a city, but the player itself.
 
You won't suddenly dip into unhappiness by having the city conquered, for a start.
