A few basic questions

ok, i had just a couple of little questions that i'm sure are easy to answer.
first off, when i played warlord level i was always doing good with techs, but in this regent game now i'm way behind, if it weren't for the great library i'd be 3 or 4 back already. how do i maximize my science? another thing is that i've played 3 full games, and i've only come across leaders twice. how do i get that more often, or are they just that rare? a few times my military advisors has said our military is weak compared to another civs. but when i later went to war with them they weren't all that great. does that take into effect workers that they have? or is it just combat units? and 1 more. a few times i've started off in poor positions, and i struggled so i just gave up and started a new game. is that a dumb thing to do? if you could answer these i'd really appreciate it.
 
To get more science you need libraries, universities and research centers. I build them in every city. Roads help to create commerce that is converted to science. Regent is a harder level, research takes longer. You can set the multiplier in the Civ3Edit.

Leaders pop up sometimes when an elite wins a battle. You can never have more than 1 on the map at a time. If you have 1 use it to create an empty army or finish a wonder then wait for the next 1.

The Mil Advisor counts all AI units as military. 50 workers are given the same weight as 50 Modern Armor.

Early on, I restarted numerous times. As you get more experienced you should be able to win from almost any starting position.
