A few questions about Fundamentalism in Civ3

I don't believe anyone outside Firaxis can answer this, but give it a shot please:

Fundamentalism was originally going to be a government in Civ3, correct? If so, was there going to be a government-specific unit for fundamentalism, as there was in Civ2? Because if that's the case, that would be a great feature to unlock in the editor.

If this is true then somebody at Firaxis needs to be whipped for the company making such a stupid decision.
