I played with the hz settings also and came to the same conclussion - it looks like the game is putting it into 100 or 120 hz mode.

As for getting it working under Win 2k.. No idea what would work there.

For the person having the problem with compatibility, you can right click the icon for civ, properties, compatibility.

Disable visual themes, run in win98/me mode. Maybe it will work that way, bypassing the compatibility wizard..
