I don't really like the idea of replacing Scythia with the Timurids. Scythia is at least a Classical era steppe civ while the Timurids would be Medieval like Mongolia.

I think Norway was originally going to be in the Vikings DLC originally, so this is fine. As much as I like Frederick the Great, we don't need two Fredericks, and I can't imagine Civ 6 now without Ludwig. :p

I'd put the Inca back in GS. Inca got early mountain tunnels as one of their unique infrastructures. They could switch with either Cree or Georgia who were originally in R&F. I guess it can be Georgia who work better with ages, since you moved alliances to GS but Diplo victory to R&F? :dunno:
At least I'm assuming that these civs still keep their bonuses.
