I don't really like the idea of replacing Scythia with the Timurids. Scythia is at least a Classical era steppe civ while the Timurids would be Medieval like Mongolia.

I think Norway was originally going to be in the Vikings DLC originally, so this is fine. As much as I like Frederick the Great, we don't need two Fredericks, and I can't imagine Civ 6 now without Ludwig.

I'd put the Inca back in GS. Inca got early mountain tunnels as one of their unique infrastructures. They could switch with either Cree or Georgia who were originally in R&F. I guess it can be Georgia who work better with ages, since you moved alliances to GS but Diplo victory to R&F?
At least I'm assuming that these civs still keep their bonuses.
