To get straight to the point, the idea here is to buff most one-yield bonuses.

Instead of suggesting something new, I thought of tweaking whatever we already have for balance, not necessarily to make them equal, but to make some choices more viable (it's usually objectively stronger to pick only one or two options, with very niche circumstances where other choices are better). Here's how I'd do it:

NATURAL WONDERS
- One-tile natural wonders get +1 of that yield to adjacent tiles. Multiple-tile wonders get additive bonuses to adjacent tiles and this makes one-tile wonders weaker.
- Passable natural wonders (those offering bonuses to their tiles rather than adjacent) should offer a minimum of 2 food in order to make them worth working, in addition to not less than one of each yield the wonder gives.
- Lake wonders should offer +3 food and +2 faith in addition to whatever bonuses they give. They really need to be buffed.

WORLD WONDERS AND IMPROVEMENTS
- Mausoleum at Halicarnassus and St. Basil's Cathedral should offer +2 of every yield (instead of the previous +1).
- Give Forts a ranged strike, +1 additional yields of the corresponding type to adjacent tiles, and Forts exert Zone of Control. But they cannot be built adjacent to a city center or adjacent to another Fort.
- Buff all Unique Improvements which give +1 of a yield to +2, except for special circumstances (e.g. culture for Ziggurats adjacent to a river).

PANTHEONS
- Pantheons get +1 of their yields (except god of the craftsman, which gives +1 production and +2 faith to improved strategic resources.
- Giving a flat % bonus to all wonders, rather than only to Ancient and Classical Era wonders.
- Changing the % bonus production to military units into a pantheon giving cavalry units the ability to fully damage walls.
- Moving the border expansion bonus of Religious settlements to Fertility Rites.
