A nuclear winter

Ok, I have a crazy idea for a game. The idea is that the entire world has just blown itself up with nukes, and there are assorted pockets of human life that have to recreate society. Sounds simple, right? Well....
We randomly generate a map and then completely cover it with pollution, and rubble randomly generated for cities. We can also have disease for all terrain until the discovery of, say, engineering. That would be to simulate radioactivity causing cancer and killing our citzens.
I'm really just putting the idea out there. I haven't generated a map for that because I haven't had enough time. so, anyone want a challenge?
(I am a monarch-level player, so I'd like this on regent, if possible)

pps - how about we also do it on least land archipelego on a huge map. would also simulate global warming and flooding from melted ice caps.
also remember that not all laces will be nuked. those without population, resources, etc. meaning maybe leave some small islands undamaged - e.g. with jungle, mountain, swamp only - so u will need to put a worker there, clear and only then settle.

I see a potential problem with that, you can't build cities on polution and the ai will not clean polution outside their territory, therefore the ai won't be able to expand.

What about barbs with nukes? It could symbolize hangers-on from old world orders.

Yeah, maybe not all tiles nuked. If we do an archipelago map, we could simulate nukes the way civ does it, with the 8 tiles of pollution surrounding rubble(which I believe you can build on) every few squares. It would be cool to see barbs with ICBMS, but a little hard to stop, I think. Plus, if they have nukes, they'd have guns, and if we have spears, unless we'd be in for a MAJOR hurting.
