How do you use GP's? I start with Magnus and Amani to get no cost settlers and suzerains -- usually in first and second era. Then fill in as needed: if I have two holy cities, the second one will have the Bishop. My question is after you have gained all of them, what do you do next? What is your second promotion after Magnus' two? Do you fill in one of them and then go on to the next? Do you have two each before going to third promotion? Of course, Grants from Pingala, then what?
 
My bad for misspeaking, GP vs governors. But yours was a reply not an answer. If there was no "variety in approach," I wouldn't have a question, would I? Could you share with me, please, how you think of governors after the obvious choices are made?

I am not sure what this meant and was only on my phone, perhaps I should have just not replied at that stage, apologies. It’s just a lot to type.

Magnus is very powerful because of the chop which gets applied before any 50% type card making home even stronger than what it says on the tin. My main issue is I tend not to use him super early so often a first governor may be different unless you for example have a very poor food output in which case provision becomes more useful. Being able to build units with very little resource also allows a faster rush and is another option, in particular for a UU that is not upgraded. Also the ability to get multiple factories spread is quite strong if you have a production bent. This is not all but Magnus is certainly not just for chopping and late game prod is an option if you are lost for promos.

Amani is great, highly under utilised in my view. Golden age points for early suzes and early dip favour make her often my first choice but if the lay of the land is right, -2 to enemy cities can be subtly very useful, and when you do see a city wavering, sending her nearby often does the trick. Later on her ability to double envoys seriously helps and some of those late CS suzes can be great. Love her sooo much for all 3 abilities

Many people just go Pingala, Pingala, Pingala at the start now and it is hard to refute but I just find it a little dull and perhaps a little over egged. Pins late abilities for both science and culture victories make him and obvious high promo choice but if not going for the victories then for me not so much. Certainly he is dull but that 100% GP looks duller than it really is.

This is such an open-ended question. Different govs are strong at different things, and I doubt there's a right-or-wrong answer. I'm still experimenting with different gov promotion orders, so at least for me, the verdict is still out.

Magnus or Amani are usually my first governor, although this time I'm trying Liang. +1 builder charge before Feudalism is more substantial. And then get Aquaculture and throw up fisheries, which raise that city's population up (presuming your capital has water). Well--pretty soon you've got a good population, and now you might be more interested in Pingala than Liang. Problem is, Pingala doesn't really kick in until promotions 2 and 3. In the meantime you might have found a more suitable water city for Liang, and Defensive Tactics is come up for research so now you've got Mausoleum in the mix. You still benefit from fisheries' housing even if the tiles are not being worked. Is that worth an early builder charge? Depends. Often not. You certainly don't want to waste a builder charge on a fishery on a tile where soon you might want to build a Harbor or the Colossus/Great Lighthouse.

Amani is good for getting you from 0 to 2 envoys, or from 1 to 3. Except early in the game, having 3 doesn't do much unless it's faith CS and you have a shrine. The Suzerain bonus usually (not always) doesn't benefit you early, unless you have plans for early war and the CS is well-located. You can also send Amani on a grand tour and pick up +2 era scores from "first suzerain" bonus, which at Emperor and below might propel you to Golden Age. Biggest problem is, you don't know what CS you are going to find. The exact Suzerain bonuses out there might affect your choice of governors, but you just don't know. For example, my current game, Kabul is 6 tiles south of my capital, so guess what: Kabul is getting Amani and by gollee I'm training archers.

Victor is good for loyalty issues, which mostly stem from forward-settling and war. But he also has a good promo 3, which lets you funnel all your military units through a developed encampment and him, and your units get a free level. A free 15 xp is not that much, but you can promotion-save that and promotion heal later. I haven't quite gotten that tactic to work right yet (but I think it's there).

Reyna is often my second governor, who goes in an expansion city in an attempt to grab quicker free tiles. That can save me a few hundred gold early on. Reyna's got some more promotions I'll be interested in later, and I will probably reassign to another city later, but I know I want Reyna.

Moksha doesn't really kick in until promotion 2, so he just doesn't come early.
 
Amani can get you first suzerain bonus which is good for era score, sometimes then you move Amani to another CS and get more era score which MAY get you a golden age. I suppose its not worth doing if you can't get a golden age out of it though.
 
A few general pointers i would like to add though they seem obvious:

-You wrote about once you have gained them all. That was the first thing i did too, get all the governors at 1 promo, great with that governoment building that lets them give housing and amenities as well. But it is probably not the best plan to get them all, even if you use that government building. So don't make that your goal.

-You need to look well forward to see what you will want in your long term game plan. For example, do you plan on using moksha to get double promo apostles ? Decide when you will need this. Count how many promos you expect to get by that time and you will know how many you can spend on other governors before starting that big investment in Moksha promotions. If you just take whatever seems best right now, most likely its going to screw your long term game plan.

I tried that trick at Immortal, and it normally does not elevate me to Golden--it elevates me from Dark Age to Normal. I don't want that. I'd rather have the Dark. But down at Emperor, it can get a Golden a lot.
 
I'd like to see more specific Governors for each individual Civ like the Ottomans have their own... why not others?
 
Go Pingala if you have a lot of food in capital. Maybe 60% of my choice. The first 4 points of Pingala are all very good.

Go Magnus if you wish to rush your neighbor using horseman but you're short of horses. (Especially combining with Twilight Valor) Or you have large number of trees. Maybe 24% of my choice.

Go Amani if you wish a golden classical, usually for free inquiry. If you go monumentality you usually have enough points from the formation of religion, but a free inquiry golden age is usually short of points so Amani is really useful. Maybe 15% of my choice.

Go Victor if you're facing an early rush and you're at the side of the defender. Maybe 1% of my choice.
