a question about harbors

from what i understand harbors are supposed to connect your coastal city to your empire. when i build harbors though my city doesn't get the circle thing over it. does this mean the harbor is not connecting? does my capitol have to have a harbor for all other harbors to work?

Or connected by road to another city that does have a harbour

Your capital must have a harbour and from there it must be possible to sail to the other city. So if your cap is on an inland sea then building a harbor won't do any good for connectivity. In that case, you must connect your capital with a road to a coastal city and build the harbour there. Then all offshore cities are connected when they build a harbour themselves.

You can also use harbours to connect cities on the same continent if you like. The idea being to simply not have to spend gold on a long road connecting the cities. It can be a good idea for some small backwards city out on the ice you only placed to get hold of some oil, for example.
