1) as we have all seen, all indications look like different natiosn will have thier own flag
2)indications also seem to point that either the "hoplite" is a genric spearman unit, or is currentlly being used in such a role due to no need yet to make specific spearman graphics (Note; I certinally hope UU's are in the game; it woudl be perhaps amoungst themost monumental of stupid choices ever made by a company to take them out; ever since AoK, they have been a defining point of coolness, and uniquness in strategy games, and I woudl be lying if if I said it wouldnt effect my own purchasing choice; adding in UU's via modifacation si hardley somthing I want to be bother with doing, when any other good strat game woudl have them anyway)
3)so far, the basic thought has been that different flags = different civs, as in greeks/germans; however, after noticing that [several] flags could be each used as representative of Greece, one begins to wonder if unit flags are now to demarcate seperat natiosn within the same over-arching civlization; in other words, they are used for those nation who've successfully, or are int he process of rebelling from thier parent nation, and are themselves a clear mark fo thier now indipendent status.
