I need to know none the less.

I am thiking of buying CIV III Conquests but...the only way I am going to buy it is if there is a scenario editor like CIV II in there. Is this the case? Can I create my own scenarios, place cities, techs etc., like in Civ II or is it a scenario editor like PTW?

yes, there is a civ editor that comes with conquest. it is better than the one in PTW and is a little more complex. it's also lots of fun.
