[BTS] A way to contact other civs in iso WITHOUT optics

I found a hilarious (and pretty rare but cool and potentially useful) way to contact other civs in iso.

If a city that you found is a bit close to another civilization, occasionally a popup will show asking if you want the liberate the city. Under no circumstances would you normally want to do this, but here's the thing: the governor might ask this of you regardless of whether you met the civ in question or even are physically capable of reaching/contacting them. So in a recent Saladin game, I met the Maya because upon prompting I gave an island city to them, even though said island was separated from the main Mayan landmass by a good 4-5 tiles of ocean. Free intercontinental international trade routes and potentially the ability to backfill a solid 40 turns before I would normally be able to? Sign me up!

(In this case, I refused because it was actually a pretty good spot and I didn't want to ruin relations by recapping it even though that would be easy. Plus I was only a couple turns from optics. But still - a pretty awesome if unusual find.)

Damn, that's amazing. It does require you to have popups on or something like that?

I think so, yeah. Still...pretty unreliable since the city governor recommendations are sporadic and unpredictable (and cover things besides liberating cities); this had maybe a 2% chance of happening.

Nope, didn't even have compass, or feudalism, or a bunch of basic things they really should have by now. Monarch AIs are super slow in teching.
 
Interesting. Anyway, the tile 3W1N seems to be coast so send the workboat exploring.

It's nothing but a small uninhabited island. Played until victory, but I knew that beforehand even because no WB or even barb galley came from that direction.
