"The Germans have begun their invasion of Poland."

With that, Josef Stalin awoke suddenly, and for the moment was in a state of confusion in the darkness of his bedroom.

But the invasion of England? Where is Tukhachevsky?

A light suddenly came on in the room. It was the duty officer representing the General Staff. "Are you all right Comrade Stalin? I was just talking outside your door and wanted to give you the news at once. Hitler has begun his advance into Poland."

It was all a dream... Marshal Tukhachevsky is dead, executed as part of the purge years ago. And now is the early morning of September 1, 1939. Stalin reached for his water glass by his bedside.

"Yes, of course. A moment." Stalin sat upright to have a drink and clear his head. The dream had seemed so real. "Have we begun to move our forces into eastern Poland according to the terms of the secret protocol with the Germans?"

"Yes, comrade Stalin. Comrade Voroshilov has confirmed our troops are meeting little resistance from the Poles and he sees no worries with the coming operation."

"Excellent, I shall expect a full report at the morning briefing then, that will be all."
 
Game notes-
No railroads exist or can be built in the game. Very interesting situation which works against the AI as well as the human player. For Russia, it means not being able to instantly move troops to a threatened area. Road movement is doubled to 6, so that makes up for it in a way. A unit moving by continuous road from Minsk to Vladivostok with a base movement rate of 2, like a tank or motor rifle unit would need about 7 turn/weeks to make the journey.

No armies in the game, since the AI doesn’t know how to use them. Fair enough.

No workers at start. That will be the #1 priority for domestic production initially. Similar to AoI, getting Russia connected and productive is the goal. City builds to enhance productivity include cheap courthouses and police stations to reduce corruption. Factories, hydro and coal plants which together will both boost production as well as manufacturing plants also are shield multipliers. Finally cheap hospitals will add extra population and shields. Pollution not bad to deal with- 1 worker cleanup in 1 turn.
Other worker activity normal, minus railroads as previously mentioned. Tree chops are 300 turns, so not particularly worthwhile. Terrain food production reduced. No food on hills and -1 compared to normal for grass/plains. I like that actually to reduce the runaway city growth. Ample pig and cattle food bonuses make up for it in some areas.
Chelyabinsk, aka “Tankograd” has the potential for Iron Works minor wonder.

Soviet Russia is at peace while Poland, US, Britain, France, Belgium, Low Countries, Persia are locked in an alliance against Germany, Italy, Finland and Japan. Russia starts with the Polish territory granted to them in the secret protocol of the German-Soviet non-aggression treaty. A couple early decisions I will make- Soviet submarines will be pulled into port or covered by a destroyer to limit “sub-bug” initiated wars. Planting spies will be delayed until military is sufficiently beefed up in case a spy mission goes bad and risks triggering war.
 
Most land units are considered divisions in the game. Due to Sid production levels, I’m considering 3 AI units make a division.

The military forces of the USSR will be organized along the lines of fronts, fleets, armies and corps.

Starting with the navy, there are four fleet operating areas.

Artic Sea Fleet
Based out of Arkhangel'sk, the fleet consists of 12 seagoing subs and 4 1939 Destroyers. It is not constrained by terrain and can operate freely.

8 1939 destroyers
Heavy Cruiser Kirov
Battleships Marat and October Revolution

Based out of Leningrad, the largest of the four fleets is bottled up by Finnish minefields off the coast of Helsinki. Minefield defense 800. The destruction of Finland will likely be the best way to free this fleet for action.

The Turkish port of Istanbul controls all movement between the Mediterranean and Black Seas. Until it is captured, the fleet is restricted to the Black Sea.

Although not physically blocked, this small fleet based out of Vladivostok is substantially inferior to the Japanese naval vessels likely to operate in these waters. Fortunately the Japanese forces are expected to be kept busy dealing with the US Pacific Fleet.

Overall as in AoI II, the Red Navy will be the neglected service branch for the early going.

While successful during the Spanish Civil War in 1936, the Germans have clearly eclipsed Soviet fighter design with Willy Messerschmitt’s Bf-109e and f models. New aircraft will not be available until at least 3 techs are learned. The I-15 biplane is hardly suited for more than target practice, so the I-16 will have to protect the skies in tandem with ground-based flak regiments. For organization, 6 fighters make up a fighter corps. There are 2 fighter corps in an air army.

Bombardment factor 8. Can do the occasional damage, but not half the strength of regular artillery. Used in large numbers and if not challenged by fighter planes, can contribute to injuring an enemy force.

For organization, there are 9-10 bombers for a bomber corps. There are two bomber corps in an air army.

Red Army

The standard Russian infantry unit (6-9-1) is not impressive. What it lacks in quality it must make up in quantity and support by other arms. For organization, 10-12 infantry units make up an infantry army.

Motor rifle unit (11-8-2) can be upgraded, but not for a while. Given the expanse of Russia, fast units are a real need for the Red Army as they have to be able to shift between fronts. Initially for organization, 3 motor rifle units make a motorized corps. That will double to 6 once a sufficient number of corps are equipped.

Tank units (14-5-2) based on the T-26 model tank can dish out punishment, but take it too during the exchange of fire. Combined with motor rifle units, they are the offensive arm of the Red Army. For organization, 3 units make up a tank corps. That will at least double to 6 once a sufficient number of corps are equipped. The T-34 and KV-1 are two techs away (80 turns) and until they are available in large numbers, the USSR is in a defensive mode, at least with the major world powers.

Artillery and heavy artillery are the gods of war and the great equalizer for the Red Army. Plentiful artillery will hide a multitude of sins on the battlefield. There are at least 20 batteries to my Soviet artillery corps. After workers, artillery will be high priority for city production.

Red cavalry will not be built often. Really too weak to be of practical use. Garrison units with a defense of 3 are effectively free promotions for the AI, so they will be disbanded when practical.

The ground and air forces operate on several border frontiers of the USSR. They are subject to changes based on strategic necessity. During peace they would be identified as military districts, and revert to frontal state in time of war. In 1939 these areas are:

Leningrad Front – Responsible for the defense of the city which was the birthplace of the revolution. Also responsible for the larger frontier along the border with Finland, up to and including Murmansk.

Northwest Front- First of the three fronts facing Nazi Germany, and to be the best equipped and fortified. From Liepaja and along the Polish border down to Brest-Litovsk.

Southwest Front- From the fortress city of Brest-Litovsk to Lwow

South Front – South of Lwow to Odessa

Caucasus Front- Defending the frontier with Turkey. Since they are not a significant threat, force deployment will be light.

Trans-Baikal Front- Defending the frontier with Persia and Nationalist China. Considered allies, this front will maintain a minimal force.

Trans-Siberian Front- Defending the frontier with Japan northwest of the Korean peninsula.

Manchurian Front- Defending the frontier with Japan northeast of the Korean peninsula and the larger coastal region of the Kamchatka Peninsula. In conjunction with the Trans-Siberian Front, offensive action would aim to sever the Korean peninsula from Japan’s holdings in China.

Science Advisor- Single Scientist research begins on the Land/Air 1940 tech due in 40 turn weeks. We will run this probably for two techs and see where we stand after 80 turns when the cities are much larger and contain the science buildings- library, university, research lab.

Week 36 1939 The Second World War has begun as Adolf Hitler has turned down British PM Chamberlain’s ultimatum to withdraw from Poland. Several nations now are allied against the Axis powers. The blitzkrieg begins as the Polish Corridor is no more. The city of Danzig falls.
Week 37 1939 13 workers now contribute to the development of Soviet Russia.
Week 38 1939 Poland’s capital Warsaw falls.
Week 39 1939 Radom falls to the Wehrmacht and Poland is destroyed.
Week 40 1939 48 workers are on work sites throughout the Motherland. England declares war on Greece for some unknown reason.
Week 41 1939 The “Phony War” has not lasted long as the Germans have turned their full attention to matters in the West. The Low Countries are assaulted as Rotterdam and Amsterdam are overrun by the Wehrmacht.
Week 42 1939 88 workers now thrive in the worker’s paradise that is the USSR. More hostilities develop as Germany and her Axis partners declare war on Sweden. England and the Allies declare war on Norway. Some in the political arena believe this is Churchill’s excuse to land troops there before Germany can.

January 2, 1940

Within the walls of the Lenin Conference Room, the Politburo had assembled on short notice. The General Secretary was of course at the head of the conference table, a large map of Soviet Russia behind him.

Stalin rose to begin the meeting. "Comrades, I wish to express my appreciation that you all assembled here on such short notice. It is regrettable that we have not had more time to enjoy more leisurely pursuits this time of year but the German progress in the west has made it an absolute necessity."

"As you are all now aware, The French government decided to take a most cowardly approach with their antagonists and declared Paris an open city. As a result, the Germans marched in and claimed their prize with little resistance. Think upon it, comrades, how far the French have fallen since our great-grandfathers drove Napoleon and his armies from this very city. Even their so-called “victory” in 1918 could not have been possible without the help of so many other nations. And now they give up their capital with barely a whimper instead of contesting every square foot of ground to the invader. What a lack of spine these people display!"

"Quite right, Comrade Stalin." Foreign Minister Molotov chimed in. "Their dear landmarks like the Eifel Tower are more precious to them than their very lives. Whatever fight the French had in them has been lost over twenty years."

Stalin then continued. "Yes indeed. And now gentlemen, we will discuss the progress being made to insure that such a thing does not happen in this country. Stalin walked over to the map, reaching for a pointer. Over two hundred worker organizations are today insuring the survival of our way of life should Hitler turn his attention in our direction. Victory, my friends, will not be found on some future battlefield between Berlin and Moscow. No, it is to be found here." With that, Stalin tapped the pointer repeatedly in the area of the Ural Mountains.

"Here, at Chelyabinsk and Sverdlovsk. At Gorki and Saratov. At Tomsk and Irkutsk, Perm and Novosibirsk. Yes, of course Moscow too and at Stalingrad as well. What do these areas have in common? They are far from the grasp of any fascist invader. Well beyond the reach of his air forces, and it is in these places that we will insure the survival and ultimate victory of the USSR. These are the places where factories, advanced manufacturing facilities and power plants are under accelerated production schedules and our workers labor ceaselessly to improve their production. This is the plan of action we have taken, even delaying the production of armaments so that we can be fully prepared for any future struggle."

"Now then, to the present reality. The Germans have moved much swifter than expected. We will be without any significant weapons development in the coming year. In fact it will be fourteen to eighteen months before a viable replacement is available for our primary tank, the T-26, which I will remind some of you was of British design. Our air forces too will not see new equipment for a period beyond that. What I am saying to you comrades, is that we will be at a disadvantage in any battle with the fascists should it come in the next 12 months. In order to compensate for this, artillery will be the first class of weapon to be produced once our facilities are prepared to shoulder the burden. With enough artillery, we should be able to put up sufficient resistance. We will also emphasize production of motor rifle troops which have the mobility to cover our expansive borders. After all, a war with an enemy on one border will likely precipitate involvement with their friends on other borders. It is my hope that we see a year of peace, because it is in the following year that we will be when we see real progress in having a modern military force, capable of defeating any enemy that threatens Russia. The present conflict on the European mainland will be over soon. Marshal Voroshilov, how much time do you estimate the French have?"

"Six to eight weeks, General Secretary. The German mobile troops will advance without great difficulty with Paris gone. I suspect the French may still put up some fight, but the results of the battle for France is a foregone conclusion."

Stalin nodded. "That is reasonable. As to our own defense at this time, we will not mass any significant forces on the border so as not to antagonize our German neighbors over the next few months. But come the summer, we will look to be more active in improving our state of defense in the western regions. Let us hope that the fascists will continue to honor the non-aggression treaty so that our efforts may continue unhindered."
