So under rep or democracy, the easy way to declare war is to make someone else "force" you into it.

Another good way to start a war is to provide a juicy sacrificial target, and let the AI break the treaty <IMG SRC="http://forums.civfanatics.com/ubb/cool.gif" border=0> .

For instance, put a caravan/freight in an annoying spot for the AI, or put a weak ship like a caravel next to an AI ironclad. Eventually, the AI cannot resist, and it will sneak-attack you. After enough sneak attacks, I've even had the Senate (without the UN) pass a "resolution" that allows me to continue the war. The downside is that won't even have a remote chance to happen until the toughest part of the war is over and you're mopping up.

Yes, I am brutally aware of it. But in this game, since everyone decided by about 200 AD that its best to gang up on me anyway, I see little point in keeping a good image. I have nukes and Eiffel Tower to keep my reputation going, and the UN and my Senate to bail me out of any real deep dish ***.

In a war the tech gap counts for about ZERO...the implementation of that technology is everything. Democracies are stunning at researching technology by spies and diplomats have a remarkably easy time getting at it should the player chose to do so.

Since a fundy can produce as much gold as a democracy (if the democracy still goes for tech) then then considerations in favour of democracy are:

1. A democracy can popboom...
2. democracy doesn´t suffer bribery

BUT a fundy...with no support generally for units can probably outproduce and thus fully implement force...can commit atrocities without trouble (nuking with spies...evil!) AND will be unlikely to suffer from bribery as they are rich.

Thus if the empires are comparable then a fundy that is willing to be stealing without mercy (tech) can implement better a war machine.

The key to war is to not fight on your soil...and not to take cities if you mind losing tech! Personnally in multiplayer games I employ massive pillaging in combination with removing all improvements from captured cities. Remove the prospect of them being able to compete (this is only needed if the opponent is worthy!).

Usually (vast majority of time), but not always true. This is in contex of a very small window of time. Typically, after 4 - 6 game turns of being in a properly-run (growing, establishing trade routes, RB/PRB infrastructure) democracy, even a smaller democracy will pull ahead of when a Fundy govt will be at this time. Refrigeration (Supermarkets) can help reduce the gap thru small/mid city sizes, however.

The usual net result for a Fundy government is less pollution, all other things being equal (e.g., having anti-pollution like Hoover Dam, plus Mass Transit). That's primarily because producing 40/41 shields makes no pollution (in a Fundy govt), but 43/44 (Democracy, paying support to get a net of 40 shields) does. At any given level of large shield production, Fundy will usually pollute less, since Democracy must produce more gross shields to get the same net, because Fundy rarely pays support for units.

A skilled Fundy player can steal tech as necessary, plus deliver freight and advance his/her own science up to one advance per day (plus any steals/captures).

When going all out, especially if you have already obtained the necessary tech for your war, you can't beat Fundy's ability to conduct the war with a free hand and smite thy enemy with nukes

Demoarcy does not work very well if you do things to damage your reputation like steal a tech in peace and incite revolt and you dont pay double to subvert city and then govt colaspes. This highy unrealistic. This is a major problem with demoaracy. demoaracy is only meant for when you have max cities and max production in most of your towns in order to have high freight production. This is the way i see it.
