Possible mod idea: Make Elven Workers an elven UU that can build Elven versions of most of the terrain improvements (Elven Farm, Elven Cottage, Elven Mine, etc) that don't remove forests. They also won't be able to chop forests(No chop-rushing for you, but you can enjoy that forest-iron-hill). You can still chop jungles(They're annoying buggers that add sick faces) and build lumbermills(the elves can do that in FfH). Give the Dwarves a similar UU(Dwarven Worker or Mud Golem?), that can build farms on hills.

I first had this idea about the wood elves a while ago. It started merely as a way of forcing the conservation of forests and as a way of making the Environmentalism civic more interesting ( Honestly ive never heard about anyone actually using it since most forests are usually gone when you reach it :p ) My original idea was simple, prevent the chopping but give a bonus to forests like +1 food or something to try to balance the thing out... Did not really make a detailed plan but the thing bothered me. I dont know how to mod, but the way you describe it seems awesome :D If you really do that, you can be sure ill play it.
 
XML modding is easy, you can just copy/paste most of it.. I taught myself in a day or so
 
Well, i just made my first modding yesterday by incorporating the North Korea mod into the Bug mod. :D But that was very easy.
Had not worked so well when i tried to mix NK with Ad infinitum though :(
