DLC are addons in a sense, and the tweaks and balance that expansions brought have been given for free. However they might release bigger "expansions" however your guess is as good as anyone's as to when and how.

I actually like the DLC system over the expansion system..you may end up spending more for all the DLC than for a single expansion but in the same sense you can pick and choose what you want to buy...and it allows for far more development and content in general as well.
No one really knows if they will make an expansion or not...
I feel pretty confident that they will release at least one full expansion. You can't introduce any major gameplay additions via DLC, ... at least I don't think it's terribly plausible.
Of course, I'm guessing here, but it's an educated guess. As much as DLC's are becoming "the norm", expansions are still the "norm" for most games. There's a lot of hyperbole out there, but if you look at this game as a business (which is what it is, like it or not), economically speaking they'll want to maximize their profit. That is better achieved via an expansion or two, before trying to introduce Civ 6.
Keep in mind that despite the nearly endless moaning in certain corners of this forum, this game is actually wildly successful and is a clear money maker. They'll want to extend that monetary success in any way they can.
