Add railroad options

Please add the possibility to change the effects of railroads. The following things should be possible.
- Production (shield) profite per square with mine
- Food profite per irrigated square
- Movement profite (factor scaleable)

AFAIK railroad gives +1 food to irrigated squares and +1 shield to mined squares.

I think he ment he wants to be able to mod the rail's food/shield bonus.
