Adding city states from DLC scenarios

Hi all,

How might I go about adding city states from DLC scenarios in worldbuilder? Of particular interest to me are Prague, Vienna, and Gdansk (from Jadwiga's Legacy), as they have suzerain bonuses.

Anyone? Is this a case of world builder only being able to use city states from a given ruleset and not all of them?
