Steps to reproduce
Start BTS under a non admin user.
Expected behaviour
BTS will load normally and display the initial menu screen.
Actual behaviour
The screen with 'Loading' in multiple languages will appear. Then BTS will bomb out. You are prompted to send a bug report to Microsoft.
Workaround
Giving the Users group Full permissions to the Civ4 BTS directory, sub directories and files as well as giving the Users group Full permissions (Key and subkeys) to the registry key "HKEY_LOCAL_MACHINE\SOFTWARE\Firaxis Games\Sid Meier's Civilization 4 - Beyond the Sword" will allow BTS to run under a non admin user. This has been tested to work under Win XP SP2. However it apparently does not work under Win Vista.
PS. It is possible that the Users group only needs Modify permission to the Civ4 BTS directory, sub directories and files but I have not tested this.
