Admirals are a great concept... But they speed up units to faster than they can keep up with them.
The unit being sped up by the admiral almost always ends up with more movement than the admiral itself. So it only gets the admirals bonus move speed on it's first and second turn. Then it has to wait for the admiral to catch up.
