Advanced Start Pitboss w/ Religions

Does anybody know how the logic works for Finding religions when using an advanced start with pitboss?

If two or more civs choose the same starting techs that grant religions, who gets them? Is it based on who logged into the server first or who was entered into the game first?

Any thoughts?
