AHHH!! What's up with the brown flag? Can there be an 8th civ?

I have Civ2 MGE. If you go into the game's file, click on Cities.gif and scroll down to the bottom, ther is a picture of every color flag in the game. Red, White, Green, Dark Blue, Yellow, Light Blue, Orange, Purple, and BROWN?!?! Does this mean you can have 8 civs? How do I get it? I've tried a couple ways, by altering other files, but they don't work. I could really use a 9th civ for the scenario I'm currently making, I already used barbarians! The brown flag can't be used for an 8th tribe. All of the graphics files have a lot of unused graphics in them. For example, the second row of flags in the city.gif aren't used for anything either.
