Its internal only (I didnt build an interface for it since its basically just for testing). But the instructions if you'd like to use it are in the first post in the AI Feedback thread (http://forums.civfanatics.com/showthread.php?t=276432).
Looks good to me. I have noticed that sometimes when you go into the python interface if you get:

As a prompt it will give you invalid syntax on everything. But if you have:
>>
It accepts the commands normally. I dont know what causes one or the other, but when I see just the single > I exit out of the interface and back again.
Here is what I think is happening. If you dont press the shift key down hard enough it seems not to get noticed and only acts as if you press the ~ key buy itself.
