Ai balance.

I wouldn't expect that modpack to lead to this sort of thing. @Agiwan may have more information.

In Emperor I can definitely go to turn 150 without anything crazy happening. Current game is Zulu though, so, ;)
If you suspect the AI is up to no good, try using the Ctrl+Shift+P hotkey to change to their point of view. It may give some clue.
 
Yeah I am using this modpack. The one named "4.16.1_VP-SSEM-EUI". I should probably report it in the modpack thread, but first wanted to check if I'm the only one noticing this AI change.

Can you confirm, when you play in Emperor, you can go peaceful for the first 100-150 turns and still stand a chance? (ie. not conquerring enemy cities, only defending). That was my experience with Emperor before.
What's wierd is I've played with that modpack and those shouldn't be occuring. 4 wonders by turn 70 is fast, but my roommate reliably can get 4 by turn 80, so it's not ai exclusive, but the other stuff....idk, there's some weird horsehocky going on. Have you tried uninstalling everything civ 5 related then reinstalling yet?
 
I've turned up wonder scaling cost to double the amount compared to standard and this seemed to do good against runaways.
I suspect (incorrect?) AI get bonus for completing a wonder which keeps the top dog going in a non stop wonder loop.
