AI Bug, Settling Promise Broken!? [1.0.0.129 (260180)]

I've done this in many games, I settle close to a Civ once for the good location, & I make a promise to not settle so close again... but almost every time, either the next turn or a few turns after, It says my promise is broken. I didn't actually settle an extra city near the Civ, rather, I believe the AI counts a cities expansion as also settling close to the other civ again.

Not to say this has really change the way the game goes, no one ever declared war on me not long after or such, but it really is annoying that I "Can't" keep my promise because of border expansion. Or maybe I'm just interpreting it wrong, I really don't know. It's hard to tell what bugged about the AI & what's just simply the way the AI thinks...
 
Did you not found any city? I've found that sometimes they have very strange ideas about what "settling close" means.

Never had it happen to myself at other points than when I settled a city.

Also, make sure you're not confusing it with promise to move troops from border. That one gets broken if you haven't moved enough troops away a few turns later, even if you don't declare war (contrary to Civ V).
