I've done this in many games, I settle close to a Civ once for the good location, & I make a promise to not settle so close again... but almost every time, either the next turn or a few turns after, It says my promise is broken. I didn't actually settle an extra city near the Civ, rather, I believe the AI counts a cities expansion as also settling close to the other civ again.
Not to say this has really change the way the game goes, no one ever declared war on me not long after or such, but it really is annoying that I "Can't" keep my promise because of border expansion. Or maybe I'm just interpreting it wrong, I really don't know. It's hard to tell what bugged about the AI & what's just simply the way the AI thinks...
