ai cheat?

Hello,

I just recently downloaded Civilization 1 and am playing it on dosbox. In one game I'm playing, the Russians are telling me "our words are back with nuclear weapons!" However, nobody has built the Manhattan project and the Russians don't even have nuclear fission. How is this possible? Gotta be a Civilization I AI cheat?

As I unerstood from my experience every civilization could note that it has nuclear weapon if it's investigated nuclear fission (necessary and sufficient)...
So, as I think, it is not a cheat, Russians discovered science but haven't built the wonder.
