AI Cheating. (What gives?!?!?)

{FYI: I'm running v1.21f
System Specs:
Windows 2000 w/ SP2
Athlon 700MHz
256 MB PC133 RAM
Video: ATI all-in-Wonder Radeon
Sound: SoundBlaster Audigy Platinum}


I'm well aware that on the higher difficulty levels, the AI players get bonuses to their stats and extra starting units to give them a boost and give the human player a more challenging game, but what I'm seeing goes WAAAY beyond that.
I first became suspicious when I noticed that when I would place a city in the only remaining "empty" spot on the map, that all the AI players' transport ships carrying colonists that were headed for that same spot would suddenly turn around and head back for home base (at least the ones I could see were.) It seemed that the AI players somehow knew what was going on in squares that they shouldn't have been able to see.
I decided to test this by going into the editor and changing submarines so they had no nationality, then starting another game. When I did this, my suspicions were confirmed. The AI players were zeroing in on my subs and sinking them NO MATTER WHAT! they were able to find my subs in situations where they shouldn't have been able to. The moment one of my modified subs would leave port, every available AI ship would head in it's direction immediately, even though the computer players should have had no way of knowing it was there. Has anyone else noticed this problem?

NOTE: I've attached a saved game that demonstrates this problem...
