Look at the screenshot. The Aztec Lux rate is 40% and their Sci rate is 0%. Yet they get zero Lux and 47 Sci!

Interesting. It seems to me that they are getting 40% science and 0% lux as there are no happy ciitizens. Also 40% of 96 is 38, assuming they have library, University, and research lab, their science output comes to 38*2.5=95. Since they are in fundy, the output is divided by 2 and we get the 47 that we see. Their tax revenue is, however, another puzzle. I cannot figure out how they get 127g.

Could you show more, as in what improvements they have?

Looks interesting, but some more information about the game would be helpful (general setting, difficulty, etc). Did you grab that screenshot from spying on the city? Furthermore, it is AD 2242 ?? I never played that far, usually I have won long ago (or have decided "not-to-play-on" ;))

The screenshot is from my very first game in Civ2, that's why I played so long after the game was won. At the time of the screenshot I believe I had been in Cheat Mode for some time. I play as Celts.

I still have several saves from that game stored. Maybe not from AD 2242 but hopefully a year where the same effect can be observed.
The city probably have all improvements that increase tax and science output.

I don't remember the settings I made before the game started, but the difficulty is something in the middle, possibly Prince.
Edit: It is Prince.

About the 127g tax revenue, maybe you forget to take city specialists into account? On that first screenshot, I had made all specialists tax collectors (cheat mode) because I wanted to make clear that the city had ZERO luxury.

I found a save from that year AD 2242! Here are some more screenshots from Tlaxcala that includes all city improvements.
About Research Lab: This city have not built it, but the Aztecs have built the SETI Program in another city which counts as a Research Lab here in Tlaxcala.

I'll happily provide more information, just tell me what you want. As for game settings, I'm not sure where to find that info.

Looking at the first screen shot they have a marketplace, no bank, and no stock exchange. Thus their tax multiplier is 1.5. 60% of 96 is 58. Adding 6*3=18 for the taxmen gives 76. 76*1.5 is 114.

As for tithes they get 2 for temple, 3 for cathedral, and apprently 4 for Colosseum. I was not sure if Colosseums contribute to tithes in fundy (I rarely build Colosseums) but there is no other way tithes can add up to 9. 9*1.5 is 13 and that is how they reach 127 = 114 + 13.

Another thing that threw me off originally was the mistaken belief that the reported tithes is after multiplication by the tax multiplier but apparently it is before.

It sounds like you got it right!

As I already said I made them Taxmen just to demonstrate zero luxuries. I have a question; do the AI ever make Taxmen or Scientists? I have only seen the AI make Entertainers, but my Civ2 experience is very limited (it's my first Civ2 game).

I was not sure about the difficulty level earlier, but I see when I load a game it says Prince.
