AI creates new armies on its own way.

In Civ2, there is a possibility of making up to three units that don't usually exist in a game by entering some file (can't remember name). After I've done that, I loaded one of my previous games and noticed that computer is attacking me with that new unit in the first turn after loading!!!
That means that computer does not actually produce units, it just creates them on some strange way (because comp. couldn't have had that unit from before - it didn't exist in a game before loading)

Did you remember to give the new units a prerequisite tech? If not, any civ may build it. The AI has the ability to build a unit the very turn it acquires a tech. With no prerequisite, it can simply make the unit that turn in a city.
 
it just means you have replaced a certain unit slot with the new unit leaving the pre-req the same.

This is used in scenarios alot.
 
Also, when the comp first gets access to a new unit, it gets one for free. It says this in the manual, I believe - that's why, the turn after the AI discovers Iron Working, your horseman gets attacked by a Legion. Unfair but true :(
 
It's not that simple, sometimes for example you will be attacked by 10 or so cruise missiles on the same turn the AI discovers rocketry - it just seems to get as many as it feels like.
