I see a lot of people claiming that the AI doesn't cheat in this game.. However, even on 'normal' difficulty, I with my espionage set on high and good scanners, I can see AI fleets targetting ships that are deep within my territory, and not anywhere near scanner range of ships/planets from other races... It looks to me like the AI can see the whole map.

The AI cheats- for example when constructing ships with almost no factories at all (though that may well be bug-related)
