Hey, I took a long break from Civ, at least six months, probably more.
Last I played, happiness had been made more important and harder to come by. Amenities were good things to have at last. But in this game I fired up, I'm in the renaissance era, and the five AI civ's aren't trifling with luxes. They either have one or none, and they all have in the neighborhood of 6-10 cities. They should be suffering pretty badly. And yes, they do have plenty they could be improving.
Is this apathy representative of the current state of the AI?
