AI enemy units just running around during WAR, no attacking.

I am using Vox Populi mod but Community patch only mod (the one that only improve AI without game changing features). In a game I was declared war by a neighbour Civ, she has about 20 units and I have 10. Her armies are all over my two cities but all her pikemen, archers and cavalries just running around without a single attack. I save the game and try to just press skip turn, for 10 turns straight, there is no attacking coming from her armies, just running around again and again. Even after I tried to let my armies attack them, in her turn, again units just moving around.

Is this a bug? Do I need to redownload the game or the game it is like this? I have this same problem before and after installing Community patch only mod? Do I need to install the full Vox Populi mod in order to enjoy the full functional AI?

The game is like this and always has been. Pathing is a hard problem in computer science and the Civ5 implementation is mediocre at best. What is unusual is having line-of-sight enough to watch a bunch of AI units milling about. Usually all the pointless thrashing is not visible to the human player.

no.game is not like this and never happened in any game i played.i recommend using artificial unintelligence mod.
 
I have re downloaded the game and properly installed Community Patch, AI has improved a fair bit, at least they are attacking me during war now, but somewhat still weak. The opponent Civ has far superior armies but only attack me piece by piece. I am playing Emperor difficulty, do I need to up to at least Immortal to have some more WAR action?
 
It would be interesting to hear from @Acken and what he learned while developing his mod. He has crafted a truly viscous AI, but they still thrash around.

I submit for your consideration: The amount of milling about during war you observe is directly correlated to how much visibility you have on enemy units.

I can't say much since I've never used the CP alone. Your first post was clearly from a bad install(don't leave other dll mods in your mod folder/steam subscriptions). You can post a save on github to get responses from the VP devs.
For the best AI you will need the full VP install tho, since vanilla is terribly balanced and the design doesn't support competitive AI.

I guess you mean vicious rather than viscous :p

Tactical AI is really not a part I focused with (complicated stuff :( ) so I wouldnt be able to say. I simply took some of AU mod that made sense and then let it be. I instead compensated through more agressive modifiers at the production/army/targets levels. Meaning that I feel in base Civ5 the AI already can make some attacks (contrary to civ6 *cough*) so just rebalancing the units used, the likeliness of building armies, and making its production military focused during wars achieves a lot to make a nasty AI (so much so that some users do not like the mod because of how war focused it becomes).

I will keep trying to play with CP mod but this time on Immortal difficulty to see how it goes. I feel war should be the big part of the game, otherwise what is the point of each CIV to has an unique military unit right? Especially those civs with ancient or classical era special unit, what is the purpose of having it because normally in early game, there is no war at all.

Well that is also my view and is why I tried to make war a huge part of the game in my own take on it. I think war needs to be a threat and a valid way of building an empire even if you go for culture or science. But some users have complained that it makes the game too war heavy as trying to play peacefully is not really an option. Either because you get attacked or because if you don't slow a runaway you'll lose. You can give it a try. It comes with changes to the base game but everything should be familiar.

For CP I strongly suggest playing it with VP but it's pretty much an entirely new game.
 
I'm playing with Smart AI + AUlite (and personal combat rebalance mod which makes a cities less powerful) and yesterday, while my "army" was stealing settlers and killing barbs and Mongolia overran my defenseless capital with warriors and archers at the end of ancient era :D
 
I just played a game with these mods and the AI became less of an "I don't know what to do with my units" type of player:

- Artificial Unintelligence light
- SOD This MOD (2 units/tile)
- CombatRebalance (all non-siege ranged units are weaker against cities, melees are stronger)
- Closer Cities v1 (AI and human can found cities within 1 hex from other cities)
- city states evolved (adds a new strategic layer to the game)

small map, six players, six CS's (nation states)

AI became competent in naval, air and land combat. The SOD This MOD mod improves their pathfinding drastically!
I played on deity and I gave up in 1850 :goodjob:

One problem that didn't change: They would attack my cities from a distance without any melee unit ready to capture my city. Eventually Casimir kept bombarding with battleships as my frigates were no good, and Gandhi sneaked in with melee unit. But it took 'em both waayy too long

These were also enabled:
- Enlightenment era
- Emigration mod (because I was constantly fighting dudes and because there was neverending religious tension throughout the entire game, people were constantly leaving my cities; this is no fun mod on deity :scan:)

So try these mods and see if it improves your experience. These are non-dll mods and are crash-free

Also, try a "square shaped flat map" (50x50) with 2 to three continents and old age (5 billion year)
