AI expand mod, what would it need?

I hate it when the AI has a lot of free space to settle on but just doesnt do it. I'm thinking about learning to mod civ5 just to fix that in a way I like.

Now, what do you think would need to be done? What is holding back the AI?

Is it gold?
Is it happyness?
Is it missing wish to expand?
Is it fear of foreign agression?

Talking about BNW prince continents large epic games.
