AI expansion behavior

This seems stupid, since the center tile is always the same (well, +/- one hammer or coin)
I'm sure it has been changed dramatically in BtS.
Blake did a rewrite of this function and the worker functions (all of which are in Smarter Orcs). Since Blake apparently did a bunch of AI work for BtS, I'd presume that improvements are there.

I wouldn't hold my breath on this, I've seen cities founded on food resources even in BtS. Also, the AI worker placement in BtS is worse than Vanilla. I know it seems hard it could be possibly worse, but it is.
 
Building ON desert is sensible, at least without the defence penalty being taken into account, which is unlikely since it's not present in vanilla. It does seem to be adding value for center tiles with resources, too, which is usually (but not always) a bad thing.
