AI has a memory like an elephant

So, what's the best way of declaring war & keeping a decent rep? I've learned that no one will respect you if you:

- Have a ROP & declare war.
- Don't have a ROP but put units in their territory & declare war when they ask you to leave.

What's the safe way? Option #1 up there is an obvious "no". I'm torn on whether option #2 above should be that evil. They claim you broke an ROP when you really didn't.

Can you declare war at the beginning of your turn, move units in their territory & be safe? What if you already have units in their territory? Or must you give them the first shot?

My favorite way to start a war is to tell a civ to get its units out of my territory. If they are at all powerful militarily, they almost always declare war, especially if it is a militaristic civ. Also, trying to plant spies and getting caught works pretty well. I would imagine signing trade embargos can lead to a threat, which you can refuse, and then the AI will likely declare war. I almost nevver declare war on anyone but woe to those who declare war on me.;)

I usually demand they give me a city before I squash 'em like a bug. That normally works. If they just say no keep demanding it, eventually they should declare war. I once had a civ give me 2 cities before finally declaring war on me. In my current game I just outright declared war on the civ.

I guess it all depends, whether you care about your reputation or not. Current game I don't, I have all 8 luxes, probably close to 50% of the land area and the biggest military by far.
