AI has riflemen and cavalry without rifling!

Yes, the foreign advisor tells me Hannibal can research rifling, but he’s already got those rifling dependent units near my borders.

Cleopatra in one of my games has also just gotten to were she can research rifleing, yet she already has tacticle Nukes.

(Because I keep giving them to her)

i think it is a bug because what happens is that there are two ways to get to Rifling so he probably researched rifling on one of the paths and then just started the other path
