Okay -- Khmer and India are at war. Note in this save that Khmer has a large military stack in India's territory and a few destroyers in the bay between my territory (HRE) and India, presumably performing blockade duty. India also has a couple of caravels in same bay.
Khmer doesn't take any offensive action at all for several turns. That kind of makes sense for the army stack, which is still damaged and is healing (it made a grab for Delhi and failed, I think.) But I see no reason why the destroyers couldn't knock out the caravels for free experience then resume the blockade.
