AI Military tactics improved?

@nokmirt: I couldn't agree more. I started up a new game and noticed that pattern when I entered a war with my friendly next door neighbor Monty. He wanted me to sign a peace treaty only when he seemed to be losing, or when he was running low on troops. He would use the time to rebuild his army, then declare not two turns after the treaty expired. I got fed up with that crap, and now just keep refusing any kind of treaties until I have neutralized the threat they pose me.

Declaration of friendships also seem to be mostly useless, because I really don't see what benefit they bring. I have been declared on more from civs I have held DOFs with than those without! I agree that there should be some kind of more permanent alliance type pact. Maybe even one you can join with other civilizations in a joint alliance...either a military one, trade, or whatever.

Back on topic...the AI seems much better at holding me back, or even repelling an attack on their cities. They also love to garrison ranged units in them, probably the best move they can do.

Is it just me or is it much harder to take a capitol? It seems like every time I either have to nearly completely surround one, or sacrifice a lot of units just to take one.
They seem to heal more than half the damage I deal out to them every turn!
