AI not aggressive enough against other AI

2nd Prince game with aggressive AI not on.

1st game I had Isabella who had a different religion to Wang Kon. Wang Kon became a peaceful willing vassal of Isabella but she was annoyed with him.

2nd game replace Isabella with Joao and Wang Kon with Gandhi.

Now both Wang Kon and Gandhi were obviously militarily weak but not technologically. They're not that advanced but weren't doing that bad.

So my question is why don't Isabella and Joao not accept them as vassals and wipe them off the map?

If a human player was Wang Kon and Gandhi AI would be declaring war for sure. So I'm thinking why not for AI too?

Now I'm not arguing against peaceful, willing vassals. I've seen many where two friendly civs decide to go into an early permanent alliance by one becoming a vassal.

In fact, this has happened to me too where friendly vassals are offered. Some of them can actually make good allies.

But two civs who hate each other should not have a friendly vassal-master relationship.

What do you think?

Another annoying thing. In the first game, Isabella kept bringing up the stop trading with Wang Kong vote through the AP.
 
Yeah, I've had some of the same thing. A lot of the time, weak leaders just voluntarily vassalize to the stronger nations.

Although I have seen myself and 3 other civs (I didn't bribe them) eliminate Hammurabi together...
