When you start a game in the atomic era, you get 3 settlers. Once the AI builds 3 cities with those settlers, they NEVER build another city again. Why is this? It dramatically ruins gameplay especially on larger maps. Is there a way to fix this?
Are you playing on long enough? Most games I've had AI ICSing usually starts in the Renaissance era onwards(from an Ancient start) when happiness won't be a problem

We've been playing with the most up to date version, all DLC, and BNW. We started one game in Industrial. By the time the game was over with a space race victory (by the computer on emperor), none of the computer CIVs had built more than their original 3 cities.
We started a new game on Atomic era. Same thing. Kind of a bummer. So much open land, not much conflict...
Sometimes setting the difficulty setting too low (chieftain or prince , I.e) can allow the ai to simply be lazy with you and act like if ut just froze on you and let you hog all the wonders/obtain all the technology sooner.
Getting those free settlers on later starts are good, but then if you try building another settler when you start in the atomic era, it wastes about 15-20 turns. I would just gift other civs settlers for expansion.
