They should just make some general strategy out of human's strategy like Blizzard did in Starcraft. You can make a few "set" of AIs including a build order, tech order, an overall strategy (like fast invasion or fast tech/defensive) and the way to react with other civs. You could still have some randomness in those strategies, like tech order could change depending on what other civs have researched (to maximize trades).

This wouldn't be very hard to create such an intelligence. The AI would start with a plan, and would try to follow that plan as long as it's still feasable. Only problem is: it's too hard to do this with the current AI system since everything would have to be changed.
 
If the AI is randomized, then how come it's smart enough to switch production from archers to spearmen when I attack with mounted units? Also, how come it builds a fully developed stack of infantry, helicopters and artillery? The AI in Civ 3 didn't really do much of that, but this one seems more capable of modifying its "strategy."

The developers foresaw such eventualities.
 
IMHO, it's quite well done : scripted yes, but with enough variations to make it enjoyable.
Just one thing : it's stupid that there is no "victory goal" assesment, but it would make diplomatic victory impossible : the AIs would try to win AND try to prevent you and others from winning = no diplo vote for anyone else.
