AI should not build settler/worker when it has not enough pop

Fix this! Stop the AI from building settler/worker when it does not have enough pop.

I have seen many times AI doing this stupid thing in despotism effectively strangling itself to death.
 
Good suggestion!

This especially happens on higher difficulty levels, where the AI gets free units, so it starts building settlers immediately at size 1.

Of course, it also happens in high-production, low-growth cities at any time. Soren knows about this issue, by the way. Let's just hope he has fixed it for Conquests.
 
Hmm, I many times build a settler in a size 2 city or a worker in a size 1 city. However I do try and make the city growth come in time so that shields are not wasted.
 
in general i'd like to see AI cities build based on need and not by script. I modded settlers to take 3 pop and every AI seems content to build settlers even if the city will never get to a pop of 4, or will waste dozens of shields.
