AI still not competitive on TERRA

Hey guys. Though I've only played one Terra map so far, I've noticed that the AI is still lackluster on TERRA. I'm dying to play a game where the AI aggressively colonizes on Terra, but so far, out of 7 AI civs, only 3 civs colonized 1 individual city each, which were easy pickings for me.

Also, 2 of the 3 civs that colonized, completely chose strange places to colonize that did not even have any luxury or strategic resources. I think the AI should be reprogrammed to build on AS MANY lux/strateg resources in the New World as possible.

Any differing stories on Terra maps? Have you noticed more aggressive (or even more passive) AI colonizing?
 
What we need is an actual colonization instead of expansion, something like an expansion pack that allows you to built Conquistadors that retain the religion of the home city and when plopped beceome literally a second nation (a controllable city state), and starts with New CAPITAL_CITY name and when you expand it picks names from the bottom of your city list.

Good idea! They would become full-fledged city state allies, but would also send TRIBUTE/TAXES to the home empire, an incentive for colonizing. However, they also send occasional requests (similar to City-State requests), but if these go unanswered, they can rebel from your empire, starting war.

I think the mechanic is a little too easy to discuss but perhaps very hard to program. Shall this be included in a 3rd CIV V expansion? :crazyeye::crazyeye::crazyeye:
