AI trades techs without Alphabet

I've noticed that the AI is able to trade techs with me when it doesn't have the alphabet, I can tell because it allows me to offer it to them.

This makes me wonder how much tech really effects the AI. Are there other things it can do without the proper techs that a human can't?
 
It only takes one party to have Alphabet, so if you had the tech thats why they were able to offer a trade. Same goes for Def Pacts too.

Are you sure? I've noticed AI with Defensive Pacts, but been unable to even propose it since I did not have Military Tradition (meaning, I can't even hover over its red letters; it's not there at all).
 
Pretty sure, never 100% sure of anything though as I can be a bit dislexic at times. However I pretty sure it works like that with maps, techs, and I even thing maps and trading money too.

Yep, that's what the Civilopedia said.

I think that it's ******** how we have to wait so long to do basic diplo things, such as forming defensive pacts, etc. They should just offer everything in the beginning...in my humble opinion...even the most ancient of peoples would ally themselves with other groups...

I mean, in the beginning, when you meet a guy from another civ, there are so FEW options to pick from. Kinda lame.
