AI units appearing from nowhere

The AI, Hiawatha in this case, keeps appearing on this tile on the centre of this screen near the ice. How does he get there? He had a few units there when I first noticed. We are at war, but no boats get through to that tile. His units just appear there.

Looks like the unit he got there is a paratrooper so sounds like he parashutted in. Or is it infantry, hard to tell from the picture, looks like infantry but if it is i dunno how he got it there.

Very likely the tile has been the nearest and unoccupied one. Maybe a CS gifted a unit or the unit's tile got claimed by someone Hiawatha doesn't have open borders with.
I once got a unit gifted by a CS, which was put on a far away island, as the tiles of the CS were all engaged.

Perhaps the unit got evicted from expiration of open borders, and this is the nearest available land hex?
