I have had that done to me too, i was very unhappy.

Since i spend half of my game at -5 happiness it was more around - 8

If the AI can't use their GG for anything useful, at least program them to spam Golden Ages... Should be easy enough, even if the AI hardly needs more production or gold on higher difficulties...
