Are you on BNW? This used to happen pretty regularly until the more recent patches. I don't think I have seen the bad effect in more than a year. They rebalanced things now so that the liberating civ is always the ally.



I have never seen a one turn delay. When you choose liberate, the effects are always instantaneous.

That explains it then. To Firaxis' great shame, there are a few blatant bugs that they patched for BNW but not GnK. This must be one of them! I do not know of a comprehensive list. Some of the bug fixes, I am pretty sure, did get rolled up.

Same sort of problem again today. I liberated a CS wit a destroyer (I *love* conquering cities with my navy) but after that, my destroyer was gone. Not moved, not teleported to an other place on the map, but vanished into thin air.
